    Receipt of Application for a Permit for Pipeline Facilities To Be 
    Constructed and Maintained on the Borders of the United States
    
    AGENCY: Department of State.
        The Department of State has received an application from Lakehead 
    Pipe Line Company, Limited Partnership (Lakehead), for a permit, 
    pursuant to Executive Order 11423 of August 16, 1968, as amended by 
    Executive Order 12847 of May 17, 1993, to construct, connect, operate, 
    and maintain at the U.S.-Canadian border near Neche, North Dakota a 
    pipeline carrying crude oil and natural gas liquids. Lakehead Pipe Line 
    Company, Limited Partnership, is a Delaware-limited partnership, with 
    its principal office located in Duluth, Minnesota. The proposed new 
    pipeline would be constructed in the right of way occupied by three 
    existing oil pipelines owned and operated by Lakehead.

    relative to this proposal on or before April 4, 1994.
