AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition by Cossitt
Library d/b/a Memphis Shelby County Public Library seeking the
allotment of UHF TV Channel 56 to Memphis, Tennessee, and its
reservation for noncommercial educational use. Channel *56 can be
allotted to Memphis in compliance with the minimum distance separation
requirements of Sections 73.610 and 73.698 of the Commission's Rules
without the imposition of a site restriction. The coordinates for *56
are 35-08-58 and 90-02-56. Memphis is not affected by the Commission's
temporary freeze on new television allotments in certain metropolitan
areas.
DATES: Comments must be filed on or before April 22, 1996, and reply
comments on or before May 7, 1996.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
