ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by
Gallatin Valley Witness, Inc., proposing the allotment of Channel 256A
to Belgrade, Montana, as that community's second local FM broadcast
service. The coordinates for Channel 256A are 45-46-36 and 111-10-36.
DATES: Comments must be filed on or before April 21, 1997, and reply
comments on or before May 6, 1997.

Provisions of the Regulatory Flexibility Act of l980 do not apply
to this proceeding.
