that a hearing would be held on the proposed rules if the Commission
received sufficient requests to testify.
To date the Commission has received several requests to testify at
such a hearing. After considering these requests and the other comments
received to date in response to the NPRM, the Commission believes a
public hearing would be helpful in considering the issues raised in
this rulemaking. The hearing will be held on 10:00 a.m. on Wednesday,
April 29, 1998.
Dated: February 27, 1998
Joan D. Aikens,
