Tapered Roller Bearings and Parts Thereof, Finished and
Unfinished, From the People's Republic of China; Extension of Time
Limit of Antidumping Duty Administrative Review
AGENCY: Import Administration, International Trade Administration,
Department of Commerce.
ACTION: Notice of extension of time limit of antidumping duty
administrative review.

SUMMARY: The Department of Commerce (the Department) is extending the
time limit for the preliminary results in the administrative review of
the antidumping duty order on tapered roller bearings (TRBs) from the
People's Republic of China, covering the period June 1, 1995, through
May 31, 1996. The Department has determined that it is not practicable
to complete this review within the time limits mandated by Section
751(a)(3)(A) of the Tariff Act of 1930 (the Tariff Act), as amended.

SUPPLEMENTARY INFORMATION:
The Applicable Statute
Unless otherwise indicated, all citations to the Tariff Act are
references to the provisions effective January 1, 1995, the effective
date of the amendments made to the Tariff Act by the Uruguay Round
Agreements Act.
Background
On August 8, 1996, the Department initiated an administrative
review of the antidumping duty order on tapered roller bearings from
the People's Republic of China, covering the period June 1, 1995,
through May 31, 1996 (61 FR 41375). In our notice of initiation we
stated that we intended to issue the preliminary results of this
reviews not later than March 3, 1997.
Postponement of Preliminary Results of Review
Section 751(a)(3)(A) of the Tariff Act requires the Department to
issue preliminary results within 245 days after the last day of the
anniversary month of an order for which a review is requested. However,
if it is not practicable to issue the preliminary results in 245 days,
section 751(a)(3)(A) allows the Department to extend this time period
to 365 days.
We determine that it is not practicable to issue the preliminary
results of this review within 245 days because we must address
complicated issues related to separate rates, valuation of factors of
production, and facts available. See Memorandum from Deputy Assistant
Secretary for AD/CVD Enforcement to Acting Assistant Secretary for
Import Administration, March 3, 1997, on file in Room B-099 at the
Department.
Accordingly, we are extending the deadline for issuing the
preliminary results of this review. We intend to issue the preliminary
results of this review by June 30, 1997. We will issue the final
results of review within 120 days after publication of the preliminary
results. This extension is in accordance with section 751(a)(3)(A) of
the Tariff Act.
