    Take notice that on February 13, 2019, pursuant to Rule 207 of the Federal Energy Regulatory Commission's (Commission) Rules of Practice and Procedure,[1] Advanced Energy Economy and Sustainable FERC Project (collectively, Petitioners), filed a petition for declaratory order requesting that the Commission find that ISO New England, Inc. may not retroactively revise approved FCA 13 Qualification Packages to introduce new Measurement and Verification standards. Petitioners also request that the Commission find that in order to change the requirements for energy efficiency resources going forward, Regional Transmission Organizations/Independent System Operators must follow the appropriate process for changing its tariff, all as more fully explained in the petition.

    Any person desiring to intervene or to protest in this proceeding must file in accordance with Rules 211 and 214 of the Commission's Rules of Practice and Procedure (18 CFR 385.211 and 385.214) on or before 5:00 p.m. Eastern time on the specified comment date. Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceeding. Any person wishing to become a party must file a notice of intervention or motion to intervene, as appropriate. Such notices, motions, or protests must be filed on or before the comment date. Anyone filing a motion to intervene or protest must serve a copy of that document on the Petitioners.
