    Hilo Coast Processing Company; Notice of Application for 
    Commission Certification of Qualifying Status of a Cogeneration 
    Facility
    
    March 4, 1996.
        On February 26, 1996, Hilo Coast Processing Company (Applicant), of 
    P.O. Box 4190, Hilo, Hawaii 96720, submitted for filing an application 
    for certification of a facility as a qualifying cogeneration facility 
    pursuant to Section 292.207(b) of the Commission's Regulations. No 
    determination has been made that the submittal constitutes a complete 
    filing.
        According to the applicant, the topping-cycle cogeneration facility 
    will be located in the City of Hilo, Hawaii, and will consist of a 
    stoke-fired steam generator and an extraction/condensing 
    turbogenerator. Steam recovered from the facility will be sold to a 
    non-affiliated thermal host for heating water for fish farming 
    operation. The power output of the facility will be sold to Hawaii 
    Electric Power Company. The primary energy source will be coal. The 
    maximum net electric power production capacity of the facility will be 
    approximately 32 MW. Installation of the facility is scheduled to be 
    completed by January 1, 1998.
        Any person desiring to be heard or objecting to the granting of 
    qualifying status should file a motion to intervene or protest with the 
    Federal Energy Regulatory Commission, 888 First Street, N.E., 
    Washington, D.C. 20426, in accordance with rules 211 and 214 of the 
    Commission's Rules of Practice and Procedure. All such motions or 
    protests must be filed within 30 days after the date of publication of 
    this notice in the Federal Register and must be served on the 
    applicant. Protests will be considered by the Commission in determining 
    the appropriate action to be taken but will not serve to make 
    protestants parties to the proceeding. Any person wishing to become a 
    party must file a petition to intervene. Copies of this filing are on 
    file with the Commission and are available for public inspection.
