AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by
Mountain West Broadcasting proposing the allotment of Channel 280A at
Dunkerton, Iowa, as the community's first local aural transmission
service. Channel 280A can be allotted to Dunkerton in compliance with
the Commission's minimum distance separation requirements with a site
restriction of 8.9 kilometers (5.6 miles) north to avoid a short-
spacing to the licensed site of Station KLTI-FM, Channel 281C, Ames,
Iowa. The coordinates for Channel 280A at Dunkerton are 42-38-59 North
Latitude and 92-10-32 West Longitude.
DATES: Comments must be filed on or before May 17, 1999, and reply
comments on or before June 1, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
