AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by
Mountain West Broadcasting seeking the allotment of Channel 280C1 to
Wells, NV, as the community's first local aural service. Channel 280C1
can be allotted to Wells in compliance with the Commission's minimum
distance separation requirements without the imposition of a site
restriction, at coordinates 41-06-42 NL; 114-57-48 WL.
DATES: Comments must be filed on or before May 17, 1999, and reply
comments on or before June 1, 1999.

Notice of Proposed Rule Making, MM Docket No. 99-88, adopted March 17,

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
