    Comment Request
    
    AGENCY: Veterans Benefits Administration, Department of Veterans 
    Affairs.
    
    ACTION: Notice.

    SUMMARY: As part of its continuing effort to reduce paperwork and 
    respondent burden, the Veterans Benefits Administration (VBA) invites 
    the general public and other Federal agencies to comment on this 
    information collection. This request for comment is being made pursuant 
    to the Paperwork Reduction Act of 1995 (Public Law 104-13; 44 U.S.C. 
    3506(c)(2)(A)). Comments should address the accuracy of the burden 
    estimates and ways to minimize the burden including the use of 
    automated collection techniques or the use of other forms of 
    information technology, as well as other relevant aspects of the 
    information collection.
    
    DATES: Written comments and recommendations on the proposal for the 
    collection of information should be received June 10, 1996.
    
    ADDRESSES: Direct all written comments to Nancy J. Kessinger, Veterans 
    Benefits Administration (20M30), Department of Veterans Affairs, 810 
    Vermont Avenue, NW, Washington, DC 20420. All comments will become a 
    matter of public record and will be summarized in the VBA request for 
    Office of Management and Budget (OMB) approval. In this document VBA is 
    soliciting comments concerning the following information collection:
        OMB Control Number: 2900-0243.
        Title and Form Number: Fuel and Heating Systems Inspection Report 
    (Manufactured Home), VA Form 26-8731c.
        Type of Review: Extension of a currently approved collection.
        Need and Uses: Inspections are ordered by lending institutions and 
    performed by experienced heating company personnel, or manufactured 
    home service personnel. VA Form 26-8731c is completed by the inspector 
    after the tests described on the form have been made. The lender 
    submits the report form to the applicable VA regional office with its 
    report of loan closing. If the report is satisfactory, and the loan is 
    otherwise proper, the regional office then issues a certificate of 
    guaranty covering the loan. Without proof of satisfactory fuel and 
    heating systems, VA would be guaranteeing loans on used manufactured 
    homes which could be unsafe and which would not be acceptable security 
    on which to base an increase in the government's contingent liability.
        Current Actions: VA Form 26-8731c is required in conjunction with 
    the approval of loans guaranteed for the purchase of used manufactured 
    homes. Section 3712(h)(1) of title 38 U.S.C., prohibits the guaranty of 
    any loan for the purchase of a manufactured unit which does not meet 
    standards prescribed by the Secretary of Veterans Affairs. Section 
    3710(b)(4) further deals with permanently affixed manufactured homes 
    that are taxed as real estate and requires that the nature and 
    condition of the property be suitable for dwelling purposes. This form 
    serves as an inspection report on the fuel and heating systems of a 
    used unit, whether it is permanently affixed or not.
        Affected Public: Individuals or households and Business or other 
    for-profit.
        Estimated Annual Burden: 800 hours.
        Estimated Average Burden Per Respondent: 2 hours.
        Frequency of Response: Generally one-time.
        Estimated Number of Respondents: 400.
