SUPPLEMENTARY INFORMATION:
Background
This AC is on the subject of turbine engine continued rotation and
rotor locking tests that were identified as one where differences
existed between the Joint Aviation Requirements--Engines, and part 33
of the Federal Aviation Regulations (FAR's). A study group composed of
representatives of the Federal Aviation Administration, the Joint
Aviation Authorities, Transport Canada and industry worked to produce a
set of improved and harmonized requirements that was subsequently
incorporated into part 33 of the FAR.
Interested parties were given the opportunity to review and comment
on the draft AC during the proposal and development phases. Notice was
published in the Federal Register on April 18, 1995 (60 FR 19442), to
announce the availability of, and comment to the draft AC.
This advisory circular, published under the authority granted to
the Administrator by 49 U.S.C. 106(g), 4113, 44701-44702, 44704,
provides guidance for these new requirements that were published in the
Federal Register on June 4, 1996 (61 FR 28430).
Issued in Burlington, Massachusetts, on March 26, 1997.
James C. Jones,
Acting Manager, Engine and Propeller Directorate, Aircraft
Certification Service.
