Ofice of International Energy Policy; Notice of Receipt of 
Application for a Permit for Pipeline Facilities to be Constructed and 
Maintained on the Borders of the United States

AGENCY: Department of State.
    The Department of State has received an application from Lakehead 
Pipe Line Company, Limited for Presidential Permit, pursuant to 
Executive Order 11423 of August 16, 1968, as amended by Executive Order 
12847 of May 17, 1993, to construct, connect, operate and maintain a 
pipeline at the site of its existing facilities on the U.S.-Canada 
International border near Neche, North Dakota. The pipeline will be 
utilized to transport crude oil and natural gas liquids. Lakehead is a 
Delaware limited partnership, having its principal office in Deluth, 
Minnesota.
    The permit application and related documents are available for 
review at the address provided below.

DATES: Interested parties are invited to submit, in duplicate, comments 
relative to this proposal on or before May 20, 1998.
