Secretary of Energy Advisory Board; Notice of Open Teleconference
Meeting
AGENCY: Department of Energy.
SUMMARY: This notice announces a teleconference of the Secretary of
Energy Advisory Board. The Federal Advisory Committee Act (Pub. L. 92-
463, 86 Stat. 770) requires that public notice of these meetings be
announced in the Federal Register.
The purpose of the teleconference is for members of two of the
Board's subcommittees (the Openness Advisory Panel and the External
Members of the Laboratory Operations Board) to discuss their review of
the Department's policies and practices related to foreign visitors.
DATES AND TIME: Thursday, April 29, 1999, 11:00 AM-12:30 PM, EST.
ADDRESSES: Members of the public may participate by dialing 1-301-903-
6495. Public participation is welcomed, however, the number of
teleconference lines is limited and available on a first come basis.

SUPPLEMENTARY INFORMATION:
Purpose of the Board
The Secretary of Energy Advisory Board (Board) reports directly to
the Secretary of Energy and is chartered under the Federal Advisory
Committee Act. The Board provides the Secretary of Energy with
essential independent advice and recommendations on issues of national
importance. On April 29, members from two of the Board's subcommittees
will conduct a teleconference to discuss the Department's policies and
practices related to foreign visitors.

Purpose of the SEAB Review of the Foreign Visitors Program
In March 1999, the Secretary of Energy directed the Board to review
and provide advice, information, and recommendations on the
Department's policies and practices related to foreign visitors.

Public Participation
The Chairman of the Secretary of Energy Advisory Board is empowered
to conduct the teleconference in a way that will, in the Chairman's
judgment, facilitate the orderly conduct of business. During its
teleconference, the Board welcomes public comment. Members of the
public will be heard during the public comment period. The Board will
make every effort to hear the views of all interested parties. Written
comments may be submitted to Skila Harris, Executive Director,
Secretary of Energy Advisory Board, AB-1, U.S. Department of Energy,
1000 Independence Avenue, SW, Washington, DC 20585. This notice is
being published less than 15 days before the date of the meeting due to
programmatic issues that had to be resolved prior to publication.
Minutes
Minutes and a transcript of the teleconference will be available
for public review and copying approximately 30 days following the
meeting at the Freedom of Information Public Reading Room, 1E-190
Forrestal Building, 1000 Independence Avenue, SW, Washington, DC,
between 9:00 AM and 4:00 PM, Monday through Friday except Federal
holidays. Information on the Secretary of Energy Advisory Board may
