SUMMARY: Effective October 22, 1993, the U.S. International Trade

(19 U.S.C. 1671b(a)) to determine whether there is a reasonable
indication that an industry in the United States is materially injured,
or is threatened with material injury, or the establishment of an
industry in the United States is materially retarded, by reason of
imports from Brazil of phthalic anhydride, provided for in subheading
2917.35.00 of the Harmonized Tariff Schedule of the United States, that
were alleged to be subsidized by the Government of Brazil. The

1671a(c)) concerning allegedly subsidized imports of phthalic anhydride
from Brazil (see Federal Register of November 18, 1993, 58 FR 60845).
Accordingly, the Commission gives notice that its countervailing duty
investigation concerning imports of such merchandise from Brazil
