    SUPPLEMENTARY INFORMATION:

    Background

    On July 29, 2009, the Department of Commerce (“the Department”) published the initiation of administrative reviews of the antidumping duty order on folding metal tables and chairs from the People's Republic of China (“PRC”). See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Deferral of Administrative Start Printed Page 20984Review, 74 FR 37690 (July 29, 2009). On March 10, 2010, the Department published the extension of time limits for the preliminary results of the administrative reviews of the antidumping duty order. See Folding Metal Tables and Chairs from the People's Republic of China: Notice of Extension of Time Limit for the Preliminary Results of the Antidumping Duty Administrative Reviews, 75 FR 11120 (March 10, 2010). These reviews cover the periods June 1, 2007, through May 31, 2008, and June 1, 2008, through May 31, 2009.1 The preliminary results of these reviews are currently due no later than May 8, 2010.2

    Extension of Time Limit for Preliminary Results of Review

    Pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (“the Act”), the Department shall make a preliminary determination in an administrative review of an antidumping duty order within 245 days after the last day of the anniversary month of the date of publication of the order. The Act further provides, however, that the Department may extend that 245-day period to 365 days if it determines it is not practicable to complete the review within the foregoing time period.

    The Department finds that it is not practicable to complete the preliminary results of the administrative reviews of folding metal tables and chairs from the PRC within this time limit. Specifically, additional time is needed to conduct verification of New-Tec's sales and factors of production, in accordance with 19 CFR 351.307(b)(v), and to determine the appropriate surrogate values with which to value factors of production. Therefore, in accordance with section 751(a)(3)(A) of the Act, the Department is extending the time period for completion of the preliminary results of these reviews, which are currently due on May 8, 2010, by 60 days. Therefore, the preliminary results are now due no later than July 7, 2010.

    This notice is published in accordance with sections 751(a)(3)(A) and 777(i) of the Act.

    1.  On June 30, 2008, Feili Group (Fujian) Co. Ltd. and Feili Furniture Development Limited Quanzhou City (collectively, “Feili”), requested that the Department conduct an administrative review of its sales for the period June 1, 2007, through May 31, 2008, and, in addition, requested that the Department defer the initiation of the review for one year in accordance with 19 CFR 351.213(c). Consequently, on July 29, 2009, the Department initiated reviews for Feili covering both the 2007-08 and 2008-09 review periods.

    2.  As explained in the memorandum from the Deputy Assistant Secretary for Import Administration, the Department has exercised its discretion to toll deadlines for the duration of the closure of the Federal Government from February 5, through February 12, 2010. Thus, all deadlines in these segments of the proceeding have already been extended by seven days from May 1, 2010 to May 8, 2010.
