officials to develop and implement interagency Performance Measurement
and Reporting Systems that foster continuous improvement in adult
    literacy and basic skills programs.
Abstract: The National Literacy Act of 1991 established the

develop and implement Interagency Performance Measurement and Reporting
Systems. Evaluations to determine successful applicants will be made by
a panel of literacy experts using the publishing criteria. The
Institute will use this information to make a maximum of six
cooperative agreement awards for a period of up to 2 years.
