    SUMMARY: The proposed information collection requirement described 
    below has been submitted to the Office of Management and Budget (OMB) 
    for emergency review, as required by the Paperwork Reduction Act. The 
    Department is soliciting public comments on the subject proposal.
    
    DATES: Comments due date, May 5, 1997.
    
    ADDRESSES: Interested persons are invited to submit comments regarding 
    this proposal. Comments must be received within seven days from the 
    date of this Notice. Comments should refer to the proposal by name and/
    or OMB approval number and should be sent to: Joseph F. Lackey, Jr., 
    OMB Desk Officer, Office of Management and Budget, Room 10235, New 
    Executive Office Building, Washington, DC 20503.

        The Notice is soliciting comments from members of the public and 
    affecting agencies concerning the proposed collection of information 
    to: (1) Evaluate whether the proposed collection of information is 
    necessary for the proper performance of the functions of the agency, 
    including whether the information will have practical utility; (2) 
    evaluate the accuracy of the agency's estimate of the burden of the 
    proposed collection of information; (3) enhance the quality, utility, 
    and clarity of the information to be collected; and (4) minimize the 
    burden of the collection of information on those who are to respond; 
    including through the use of appropriate automated collection 
    techniques or other forms of information technology, e.g., permitting 
    electronic submission of responses.
        This Notice also lists the following information:
        Title of Proposal: Safe Neighborhood Grants (SNG).
        OMB Control Number: 2502-xxxx.
        Description of the need for the information and proposed use: This 
    information collection is required in connection with HUD's proposed 
    issuance of a Notice of Funding Availability (NOFA) that will announce 
    the availability of $20,000,000 in grant funds authorized under the 
    Department of Veterans Affairs and Housing and Urban Development and 
    Independent Agencies Appropriations Act, 1997 (Public Law No. 104-204, 
    110 Stat 2874, approved 9/26/96.
    
    SUPPLEMENTARY INFORMATION: The Department has submitted the proposal 
    for the collection of information, as described below, to OMB for 
    emergency processing, as required by the Paperwork Reduction Act (44 
    U.S.C. Chapter 35). The Office of Housing is requesting OMB approval by 
    May 2, 1997.
        The Notice lists the following information: (1) The title of the 
    information collection proposal; (2) the office of the agency to 
    collect the information; (3) the OMB approval number, if applicable; 
    (4) the description of the need for the information and its proposed 
    use; (5) the Agency form number, if applicable; (6) what members of the 
    public will be affected by the proposal; (7) how frequently information 
    submissions will be required; (8) an estimate of the total number of 
    hours needed to prepare the information submission including number of 
    respondents, frequency of response, and hours of response; (9) whether 
    the proposal is new, an extension, reinstatement, or revision of an 
    information collection requirement; and (10) the names and telephone 
    numbers of an agency official familiar with the proposal and of the OMB 
    Desk Officer for the Department.

        Title of Proposal: Notice of Funding Availability for the Federally 
    Assisted Low-Income Safe Neighborhood Grants Program (FR-4212)

        Description of the Need for the Information and its Proposed Use: 
    Owners and operators of low-income housing must apply for grants to use 
    in eliminating security and crime problems in Federally assisted low-
    income housing. The application process includes establishing local 
    partnership with City officials, law enforcement, residents and other 
    officials to develop a plan, certifying compliance with HUD 
    requirements and outlining a comprehensive security and crime 
    prevention and reduction program.
