Wisconsin Electric Power Company; Notice Establishing Procedures 
for Relicensing and a Deadline for Submission of Final Amendments

April 19, 1996.
    The license for the Big Quinnesec Falls Hydroelectric Project No. 
1980, located on the Menominee River, in Florence and Marinette 
Counties, Wisconsin and Dickinson County, Michigan, expires on February 
28, 1998. The statutory deadline for filing an application for new 
license is February 28, 1996. An application for new license has been 
filed by the applicant on February 27, 1996, as follows:
