    SUMMARY: The Commission requests comments on a petition filed by Great 
    Plains Broadcasting Co., Inc., seeking the allotment of Channel 279A to 
    Hobbs, NM, as the community's fifth local FM and seventh local aural 
    service. Channel 279A can be allotted to Hobbs in compliance with the 
    Commission's minimum distance separation requirements without the 
    imposition of a site restriction, at coordinates 32-42-00 NL; 103-07-54 
    WL. Mexican concurrence is required since Hobbs is located within 320 
    kilometers (199 miles) of the U.S.-Mexican border.
    
    DATES: Comments must be filed on or before June 10, 1996, and reply 
    comments on or before June 25, 1996.

        Provisions of the Regulatory Flexibility Act of 1980 do not apply
