lodged on April 14, 1994 with the United States District Court for the
Eastern District of New York. Defendant New York City Board of
Education (New York) owns and operates schools in the New York City

asbestos. Under the terms of the proposed partial consent decree,
Hollywood and Grgas will pay civil penalties in the amounts of $3,500
and $1,500, respectively and agree to be enjoined from further
violations of the Act and the NESHAPS.
