BOARD OF GOVERNORS OF THE FEDERAL RESERVE SYSTEM

TIME AND DATE: Approximately 11:30 a.m., Thursday, April 28, 1994, 
following a recess at the conclusion of the open meeting.
    The business of the Board requires that this meeting be held with
