        The Department of Commerce (DOC) has submitted to the Office of 
    Management and Budget (OMB) for clearance the following proposal for 
    collection of information under provisions of the Paperwork Reduction 
    Act (44 U.S.C. Chapter 35).
    
        Agency: National Oceanic and Atmospheric Administration (NOAA).
        Title: Southwest Region Logbook Family of Forms.
        Agency Form Number: None assigned.
        OMB Approval Number: 0648-0214.
        Type of Request: Extension of a currently approved collection.
        Burden: 1,130 hours.
        Avg. Hours Per Response: Ranges between 5 minutes and 4 hours 
    depending on the requirement.
        Number of Respondents: 174 respondents (14,099 responses).
        Needs and Uses: Persons participating in Federally-managed 
    fisheries in the western Pacific Ocean are required to provide 
    information about their fishing activities. Logbook reports are used in 
    stock assessments and fishery evaluations to determine whether 
    management is working and the impacts of alternative changes in 
    management measures. Notification requirements are in place to 
    facilitate placement of observers as needed and to improve compliance 
    monitoring and enforcement. Experimental fishing reports are required 
    to determine if the specially permitted fishing is successful and 
    whether there are broader potential applications of the tested gear or 
    techniques. Post-fishing notices are required to ensure the ability to 
    monitor landings and sample the landed catch for necessary species, 
    size, or sex composition and condition. Without these data, the 
    potential for overfishing is high and management has to be more 
    conservative than otherwise to safeguard against overfishing.
