    Notice; request for comments.

    SUMMARY:

    As part of its continuing effort to reduce paperwork burden(s) and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission (FCC) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection(s). Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate(s); ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and further ways to reduce the information burden for small business concerns with fewer than 25 employees.

    The FCC may not conduct or sponsor a collection of information unless it displays a currently valid OMB Control Number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the Paperwork Reduction Act (PRA) that does not display a valid OMB Control Number.

    Written Paperwork Reduction Act (PRA) comments should be submitted on or before June 30, 2014.     Title: Formal Complaint Procedures, Preserving the Open Internet and Broadband Industry Practices, Report and Order, GN Docket No. 09-191 and WC Docket No. 07-52.

    Type of Review: Extension of a currently approved collection.

    Respondents: Businesses or other for-profit entities; Not-for profit entities; State, local or tribal governments; Individuals/households.

    Number of Respondents and Responses: 10 respondents; 15 responses.

    Estimated Time per Response: 2-40 hours per response.

    Frequency of Response: On occasion reporting requirement; Third-party disclosure requirement.

    Privacy Act Impact Assessment: This information collection may affect individuals or households, and thus there may be impacts under the Privacy Act.

    Nature and Extent of Confidentiality: Applicants may request that any information supplied be withheld from public inspection, as set forth in section 8.16 of Appendix B of Preserving the Open Internet and Broadband Industry Practices, Report and Order (Open Internet Order), GN Docket No. 09-191, WC Docket No. 07-52, FCC 10-201.

    Needs and Uses: The rules adopted in the Open Internet Order established a formal complaint process to address open Internet disputes that cannot be resolved through other means, including the Commission's informal complaint system. This process permits anyone-including individual end users and edge providers-to file a claim alleging that another party has violated a rule, and asking the Commission to rule on the dispute. The formal complaint rules facilitate prompt and effective enforcement, which is crucial to preserving an open Internet and providing clear guidance to stakeholders.
