Abstract: To encourage continued production, provide an incentive

under which an operator of stripper oil property can obtain a reduced
royalty rate. Operators are required to provide the royalty rate for
each property to the Minerals Management Service, Royalty Management
Program (RMP) to ensure that the correct rate is used in RMP financial
    and production auditing systems.
