AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by Jimmy
D. Birkemeyer, proposing the allotment of Channel 268C3 at Mahnomen,
Minnesota, as that community's first local broadcast service. The
coordinates for Channel 268C3 are 47-25-00 and 96-06-00. There is a
site restriction 15 kilometers (9.3 miles) northwest of the community.
DATES: Comments must be filed on or before May 19, 1997, and reply
comments on or before June 3, 1997.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
