    SUMMARY: The Commission requests comment on a petition filed by 
    Southern Broadcasting of Athens, Inc., licensee of Station WPUP(FM), 
    Channel 279C3, Royston, Georgia, proposing the reallotment of Channel 
    279C3 from Royston to Commerce, Georgia, and modification of the 
    license for Royston Station WPUP(FM) to specify Commerce as its new 
    community of license. Channel 279C3 can be allotted to Commerce without 
    changing the Royston transmitter site for Station WPUP in compliance 
    with the Commission's minimum distance separation requirements at North 
    Latitude 34 deg.14'13'' and West Longitude 83 deg.16'03''.
    
    DATES: Comments must be filed on or before June 8, 1999, and reply 
    comments on or before June 23, 1999.

        Provisions of the Regulatory Flexibility Act of 1980 do not apply
