(1994). Beginning in fiscal year 1999, up to 10 percent of the funds

Federal Prevention and Treatment Efforts may be allocated by States to
offender drug testing-interdiction and treatment programs.

    Background

This request for proposals announces a fourth year of support for
research and evaluation that will further understanding about
correctional policies and programs, sentencing, and impacts related to
sentencing legislation. Support for this research and evaluation
program is provided under the Violent Offender Incarceration and Truth-

for improvements. This fourth year of funding will support up to
$1,500,000 in projects that will complement the previously funded
national evaluation of the primary sentencing initiatives in the Act.
Applications are sought for correctional managment studies, drug
testing-interdiction and sanctioning research projects, and
practitioner-initiated research partnerships that will contribute to
the understanding of the impact and effectiveness of State and local
correctional issues and sentencing initiatives that are generalizable
    to other jurisdictions.
