2011-7986. Lock Hydro Friends Fund LI; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

    On July 16, 2010, Lock Hydro Friends Fund LI, filed an application, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of hydropower at the U.S. Army Corps of Engineers (Corps) Kentucky River Lock and Dam located on the Kentucky River in Carroll County, Kentucky. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

    The proposed project would consist of the following: (1) Two prefabricated concrete walls attached to the downstream side of the Corps dam which would support one frame Start Printed Page 18756module; (2) the frame module would be 52 feet long, 40 feet high, and weigh 600,000 pounds and contain 4 generating units with a total combined capacity of 2.0 megawatts (MW); (3) a new switchyard containing a transformer; (4) a proposed 2.0-mile-long, 69-kilovolt (kV) transmission line to an existing distribution line. The proposed project would have an average annual generation of 8.766 gigawatt-hours (GWh), which would be sold to a local utility.
