Determination Under Section 498B(c) of the Foreign Assistance Act 
of 1961, as Amended

    Pursuant to section 498B(c) of the Foreign Assistance Act of 1961, 
as amended (the ``Act''), and section 2(c) of Executive Order 12884, I 
hereby determine that the Western NIS Enterprise Fund should be 
established and supported under chapter 11 of part I of the Act.
    This determination shall be published in the Federal Register.
