Notice of Intent To Request Renewal From the Office of Management
and Budget (OMB) of Current Public Collections of Information
AGENCY: Federal Aviation Administration (FAA), DOT.
ACTION: Notice.

SUMMARY: In compliance with the Paperwork Reduction Act (44 U.S.C. 3501
et seq.) the FAA invites public comment on 4 currently approved public
information collections which will be submitted to OMB for renewal.
DATES: Comments must be received on or before June 7, 1999.

SUPPLEMENTARY INFORMATION: The FAA solicits comments on any of the
current collections of information in order to evaluate the necessity
of the collection, the accuracy of the agency's estimate of the burden,
the quality, utility, and clarity of the information to be collected,
and possible ways to minimize the burden of the collection. Following
are short synopses of the 4 currently approved public information
collection activities, which will be submitted to OMB for review and
renewal:
1. 2120-0009, Pilot Schools--FAR 141. The information is required
from applicants who wish to be issued pilot school certificates and
associated ratings. The number of applicants is estimated to be 860.
Part 141 prescribes the requirements for issuing pilot school
certificates, provisional pilot school certificates, and associated
ratings to qualified applicants. The information on FAA Form 8420-8,
Application for Pilot School certificates, is required from applicants
who wish to be issued pilot school certificates and associated ratings.
Pilot schools train private, commercial, flight instructor, and airline
transport pilots, along with training for associated ratings on various
types of aircraft. The information from the form is also necessary to
assure continuing compliance with Part 141, renewal of certificate
every 24 months, and for any amendments to pilot school certificates.
The estimated total annual burden is 47,000 hours.
2. 2120-0027, Application for Certificate of Waiver or
Authorization.

The respondents are those persons wishing authorization to deviate from
certain prescribed regulations. The estimated number of applications is
25,000 with an annual burden of approximately 13,500 hours. This public
reporting burden is imposed on persons that have a need to deviate from
the provisions of the Federal Aviation Regulations (FAR) that govern
use of airspace with the United States. This request also describes the
burden associated with authorizations to make parachute jumps.
3. 2120-0507, Development of Major Repair Data. SFAR-36. This SFAR
relieves qualifying applicants (aircraft maintenance, commercial
aviation, aircraft repair stations, air carriers, air taxi and
commercial operators) of the burden of obtaining FAA approval of data
developed by them for major repair on a case-by-case basis and provides
for one-time approvals. The estimated number of respondents is 20. The
estimated annual burden is 500 hours.
4. 2120-0574, Aviation Safety Counselor of the Year Award. There is
an estimated 200 people who will nominate a person to be considered for
the Aviation Safety Counselor of the Year Award. The estimated total
annual burden is 200 hours. This form is used to nominate private
citizens for recognition of their volunteer services to the FAA. The
agency will use the information on the form to select nine regional
winners and one national winner. The respondents are private citizens
involved in aviation.
