1994 Amendment to the California Desert Conservation Area Plan
AGENCY: Bureau of Land Management, Interior.
ACTION: Notice of intent to change the land-use designation on certain
public lands in Inyo County, California within the California Desert
District from Multiple Use Class ``Limited'' to ``Unclassified''.

SUMMARY: Pursuant to 43 CFR 1610.2(c) and 1610.3-1(d) implementing the
Federal Lands Policy Management Act of 1976, an amendment has been
proposed to the existing land management plan for the California Desert
Conservation Area (CDCA), Inyo County, California. The California
Desert Conservation Area Plan designated land use categories for all
public lands within the CDCA. This amendment would change the land use
designation on approximately 160 acres of public lands located in
Section 10 of T. 20 N., R. 7E., SBM, in the community of Tecopa, Inyo
County, California, from Multiple Use Class (MUC) Limited to
Unclassified. This land use designation change would make the affected
public lands available for sale or exchange out of federal ownership
under the Land Tenure Adjustment Element of the CDCA Plan.
SUPPLEMENTARY INFORMATION: The current land use designation for the
affected public lands is ``Limited''. This classification does not
provide for sale or exchange of lands out of federal ownership, even
when such lands are scattered, isolated parcels that are difficult to
manage. The ``Unclassified'' land use designation would give the Bureau
of Land Management the flexibility to sell or exchange these public
lands for high priority acquisition area lands within the CDCA.
Environmental issues to be addressed in the environmental
assessment include potential affects on the nearby Area of Critical
Environmental Concern and general resource issues. The affected lands
are not within critical habitat designated for any threatened or
endangered species. Other issues include potential surveying needs for
the area.
