    AGENCY: Postal Service.
    
    ACTION: Partial stay of applicability of final rule.

    SUMMARY: The Postal Service is staying the applicability of a portion 
    of its recently published final rule on Delivery Confirmation which set 
    forth the Domestic Mail Manual standards adopted by the Postal Service 
    to implement the Decision of the Governors of the Postal Service in 
    Postal Rate Commission Docket No. R97-1, as it pertains to delivery 
    confirmation service. The Postal Service is staying the applicability 
    of Delivery Confirmation Service for customers sending mail to APO/FPO 
    destinations. Effective immediately, customers cannot use Delivery 
    Confirmation Service for mail sent to APO/FPO addresses.
    
    DATES: Effective April 5, 1999, the applicability of the amendments to 
    S918.1.2, S918.1.5 and S930.2.3b of the Domestic Mail Manual published 
    in the Federal Register on Wednesday, March 10, 1999 (64 FR 12072) to 
    mail to APO/FPO addresses is stayed until further notice as of 12:01 
    a.m. on April 5, 1999.

    SUPPLEMENTARY INFORMATION: This change is necessary to address special 
    military requirements for implementation of Delivery Confirmation 
    service.
        This stay will be effective immediately, and the contemplated 
    service for mail to APO/FPO addresses will not be available until 
    further notice.

    of March 10, 1999 to S918.1.2, S918.1.5 and S930.2.3b of the Domestic

        1. The authority citation for 39 CFR Part 111 continues to read as 
    follows:
