Notice of Intent to Prepare an Environmental Impact Statement for
the Disposal and Reuse of Reese Air Force Base, Texas
The United States Air Force (Air Force) is issuing this notice to
advise the public that the Air Force intends to prepare an
environmental impact statement (EIS) to assess the potential
environmental impacts of disposal and reuse at Reese Air Force Base
(AFB), Texas.
The EIS will address the potential environmental impact of disposal
of the property to public or private entities, as well as the potential
environmental impact of all reasonable reuse alternatives.
To provide a forum for public officials and the community to
provide information and comments, a scoping meeting will be held in
Lubbock, Texas, on May 8, 1996, and the scoping period will extend to
June 1996. Notice of the time and location of this meeting will be
provided at a later date, and publicized in the community. The purpose
of this meeting is to help identify issues that need to be assessed and
discussed in the EIS. During this meeting, the Air Force will discuss
the proposal to dispose of Reese AFB, describe the process involved in
preparing an EIS, and ask for help in identifying alternative uses by
the Air Force. In soliciting disposal and reuse alternatives, the Air
Force will consider all reasonable alternative offered by any federal,
state, or local government agency, and any federally sponsored or
private entity or individual. The resulting EIS will be considered in
making disposal decisions that will be documented in the Air Force's
Final Disposal Plan and Record of Decision.
To ensure sufficient time to adequately consider public comments
concerning environmental issues and disposal and reuse alternatives to
be included in the EIS, the Air Force recommends that comments and
reuse proposals be presented at the upcoming scoping meeting or
forwarded to the address listed below at the earliest possible date.
The Air Force will, however, accept additional comments at any time
during the environmental impact analysis process.
