Statement of Organization, Functions, and Delegations of 
Authority

    Under the authority of Section 6 of Reorganization Plan No. 1 of 
1953 and Section 2 of Reorganization Plan No. 3 of 1966, and pursuant 
to the authorities vested in me as Secretary of Health and Human 
Services, I hereby make the following changes within the Department of 
Health and Human Services that affects the U.S. Public Health Service. 
This Notice amends Part A, Office of the Secretary, Chapter AC, Office 
of Public Health and Science, as last amended at 60 FR 56605-06. The 
change is to include the Regional Health Administrator (Regions I-X) 
and associated staff as part of the Public Health Service. The change 
follows:
    Delete paragraph ``VI. Continuation of the Public Health Service,'' 
in its entirety and replace with the following:

    VI. Continuation of the Public Health Service. The newly 
established Operating Divisions, the Office of Public Health and 
Science, and the Regional Health Administrator (Regions I-X) and 
associated staff shall constitute the Public Health Service.
