    Solicitation for a Cooperative Agreement
    
    SUMMARY: The Department of Justice (DOJ), National Institute of 
    Corrections (NIC) announces the availability of funds in FY '97 for a 
    cooperative agreement to fund the ``The Community Justice'' project.
    
    PURPOSE: The National Institute of Corrections is seeking applications 
    for a cooperative agreement for an organization to work, in concert 
    with NIC, with the Deschutes County, OR Community Justice Council. The 
    council is made up of individuals representing the country's criminal 
    justice components, elected or appointed government officials, plus 
    community and victims' representatives. This representative body will 
    serve as the locus for transforming the concept and principles of 
    community justice into actual practice. Work will consist of 
    facilitating council meetings directed at team building, instilling a 
    sense of project ownership, and developing an understanding of 
    community justice principles and practices. The council will then 
    direct collaborative efforts among its components to transform the 
    county's criminal justice system into a community justice system 
    through policy formulation and implementation.
    
    AUTHORITY: Public Law 93-415.
    
    FUNDS AVAILABLE: The award will be limited to a maximum total of 
    $100,000 (direct and indirect costs) and project activity must be 
    completed within 9 months of the date of award. One subsequent award, 
    estimated at the same level of funding and duration, will be available 
    to the successful applicant for a succeeding project phase. Award for 
    the subsequent phase will be subject to satisfactory performance in the 
    first phase and on the availability of funds. Funds may not be used for 
    construction, or to acquire or build real property. This project will 
    be a collaborative venture with the NIC Community Corrections Division.
    
    DEADLINE FOR RECEIPT OF APPLICATIONS: Applications must be received in 
    NIC's Washington, DC office by 4:00 p.m., Eastern time, Friday, July 
    11, 1997.

    Executive Order 12372
    
        This program is subject to the provisions of Executive Order 12372. 
    Executive Order 12372 allows States the option of setting up a system 
    for reviewing applications from within their States for assistance 
    under certain Federal programs. Applicants (other than Federally-
    recognized Indian tribal governments) should contact their State Single 
    Point of Contact (SPOC), a list of which is included in the application 
    kit, along with further instructions on proposed projects serving more 
    than one State.
