2012-11835. Willwood Irrigation District; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

    On March 12, 2012, the Willwood Irrigation District filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Deer Creek Hydropower Project (Deer Creek Project or project) to be Start Printed Page 28873located on the Willwood Irrigation District's Main Canal, near Powell, Park County, Wyoming. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

    The proposed project would consist of the following: (1) A diversion structure and penstock intake; (2) a 350-foot-long, 6-foot-diameter penstock; (3) a powerhouse containing one turbine rated for 780 kilowatts at 43.08 feet of net head; (4) a 75-foot-long, 8-foot-diameter reinforced concrete tailrace; (5) a 3.5-mile-long, 12.5-kilovolt transmission line extending from the project to an existing transmission line (the point of interconnection); and (6) appurtenant facilities. The estimated annual generation of the Deer Creek Project would be 2.58 gigawatt-hours.
