Discussion of Regulation
The U.S. Naval Academy submitted an application to hold the Blue
Angels Airshow on May 21, 22, and 23, 1994. In the past, a Coast Guard
patrol was provided during practice sessions and the actual
performance, which consists of six high performance jet aircraft flying
at low altitudes in various formations over the Severn River. These
regulations in 33 CFR 100.518 are necessary to control spectator craft
and to provide for the safety of life and property on navigable waters
during the event. The Federal Aviation Administration regulations
require closing the waterway to vessel traffic as a prerequisite for
this event. Historically, commercial traffic has not been severely
disrupted, and the Coast Guard does not anticipate any problems in the
future.
Dated: April 13, 1994.
W.T. Leland,
Rear Admiral, U.S. Coast Guard Commander, Fifth Coast Guard District.
