Machine Readable VISA Fee and Overseas Lookout Operations; 
Delegation of Functions

    By virtue of the authority vested in the Secretary of State by 
Section 4 of the Act of May 26, 1949, as amended (22 U.S.C. 2658), and 
as Secretary of State, I hereby delegate to the Under Secretary for 
Management my authority under section 140 of H.R. 2333, as enacted into 
law, Public Law 103-236.
    Notwithstanding the provisions of this delegation of authority, the 
Secretary of State or the Deputy Secretary of State may at any time 
exercise any function hereby delegated.
    This delegation of authority shall be published in the Federal 
Register.
