    Call for Nominations on Resource Advisory Councils
    
    AGENCY: Bureau of Land Management, Interior.
    
    ACTION: Notice.

    SUMMARY: The purpose of this notice is to solicit nominations from the 
    public for Bureau of Land Management (BLM) Resource Advisory Councils. 
    These councils provide advice and recommendations to BLM on management 
    of the public lands.
        The Federal Land Policy and Management Act (FLPMA) directs the 
    Secretary of the Interior to involve the public in planning and issues 
    related to management of lands administered by BLM. Section 309 of 
    FLPMA directs the Secretary to select 10 to 15 member citizen-based 
    advisory councils that are established and authorized consistent with 
    the requirements of the Federal Advisory Committee Act (FACA). As 
    required by the FACA, Resource Advisory Council members appointed to 
    the council will reflect a balanced membership representative of the 
    various interests concerned with the management of the public lands and 
    users of the public lands. These include:
         Holders of federal grazing permits, representatives of 
    energy and mining development, timber industry, off-road vehicle use 
    and developed recreation;
         Representatives of environmental and resource conservation 
    organizations, archeological and historic interests, and wild horse and 
    burro groups;
         Representatives of State and local government, Native 
    American tribes, academicians involved in natural sciences, and the 
    public at large.
        Individuals may nominate themselves or others. Nominees must be 
    residents of the State or States in which the council has jurisdiction. 
    Nominees will be evaluated based on their education, training, and 
    experience of the issues and knowledge of the geographical area of the 
    Council. Nominees should have demonstrated a commitment to 
    collaborative resource decisionmaking. At least one member of each 
    Resource Advisory Council must be an elected official of general 
    purpose government serving the people within the geographic area for 
    which an advisory council is established. All nominations must be 
    accompanied by letters of reference from represented interests or 
    organizations, a completed background information nomination form, as 
    well as any other information that speaks to the nominee's 
    qualifications.
        Resource Advisory Councils will forward advice on public land 
    planning and management issues to the BLM.
        BLM State offices will issue press releases providing additional 
    instructions for nominations such as the number and type of councils 
    per State. Nominations for Resource Advisory Councils should be sent to 
    the External Affairs Offices of the appropriate BLM State Offices

    301, the Federal Advisory Committee Act, and Part 1784 of Title 43, 
    Code of Federal Regulations. It is used by the appointing officer to 
    determine education, training, and experience related to possible 
    service on an advisory council of the Bureau of Land Management. If you 
    are appointed as an advisor, the information will be retained by the 
    appointing official as long as you serve. Otherwise, it will be 
    destroyed or returned (if requested) within 60 days following
