    Health Resources and Services Administration; Closure of 
    Hospitals and Clinics; Delegation of Authority
    
        Notice is hereby given that in furtherance of the delegations to 
    the Administrator, Health Resources and Services Administration, on 
    March 27, 1987, by the Assistant Secretary for Health, the 
    Administrator, Health Resources and Services Administration, delegated 
    to the Director, Division of Management Services, Office of Operations 
    and Management, all the following authorities pertaining to the closure 
    of hospitals and clinics:
        1. The authority under title IX, subtitle J of Public Law 97-35, 
    the ``Omnibus Budget Reconciliation Act of 1981,'' (42 U.S.C. 248b, 
    note et seq.) as amended, concerning the orderly closure, transfer, and 
    financial self-sufficiency of Public Health Service hospitals and 
    clinics.
        2. The authority under section 911 of Public Law 97-99, the 
    ``Military Construction Authorization Act, 1982,'' (42 U.S.C. 248c) as 
    amended, concerning the continued use of certain former Public Health 
    Service facilities.
        This delegation excluded the authority to (1) determine the 
    feasibility of the proposals for transfer or achievement of financial 
    self-sufficiency, and (2) execute and implement the transfer of HHS-
    owned real property and related personal property of the Public Health 
    Service hospitals and clinics.
    
    REDELEGATION: Provision was made for all authorities to be redelegated.
    
    PRIOR DELEGATIONS: All previous delegations and redelegations were 
    superseded.
    
    EFFECTIVE DATE: This delegation was effective May 3, 1994.
