    Notice is hereby given that on May 13, 1994, the Deputy Assistant 
Director, Corporate Activities Division, Office of Thrift Supervision, 
or her designee, acting pursuant to delegated athority, approved the 
application of Penn Federal Savings Bank, West Orange, New Jersey, 
convert to the stock form of organization. Copies of the application
