AGENCY: Federal Communications Commission.
ACTION: Final rule; application for review.

SUMMARY: This document denies an Application for Review of the
Memorandum Opinion and Order, 62 FR 24055 (May 2, 1997), in this
proceeding that allotted Channel 264A to Honor, Michigan, as that
community's first local FM service. The proposal to add the channel to
Honor was preferred over a proposal to upgrade the operation of Station
WZTU(FM) by substituting Channel 264C2 for Channel 261A at Bear Lake,
Michigan.
