    AGENCY: Nuclear Regulatory Commission.

    SUMMARY: The Nuclear Regulatory Commission (NRC) has issued Generic 
    Letter 97-02 to notify all holders of operating licenses for nuclear 
    power reactors, except those who have permanently ceased operations and 
    have certified that fuel has been permanently removed from the reactor 
    vessel, that the NRC is requesting the submittal of less information in 
    the monthly operating report. The generic letter requires no specific 
    action or written response. Conformance with the guidance provided in 
    the generic letter is voluntary. Licensees who choose not to implement 
    this guidance may continue to submit monthly operating reports as they 
    have in the past.
        The generic letter is a ``rule'' for purposes of the Small Business 
    Regulatory Enforcement Fairness Act (5 U.S.C., Chapter 8). The staff 
    has received confirmation from the Office of Management and Budget that 
    the generic letter is a non-major rule.

    SUPPLEMENTARY INFORMATION: The information gathering needs of the NRC 
    have been the subject of several staff reviews. These reviews have 
    focussed on identifying duplicative reporting, determining whether some 
    reports could be reduced in scope or eliminated, and determining 
    whether the frequency of reporting could be reduced. In this regard, 
    the NRC staff has concluded that the scope of the information requested 
    in the monthly operating report, which is called for in the Technical 
    Specifications of nuclear power reactors, may be reduced.
