Amendment of Export Visa Requirements for Certain Man-Made Fiber
Textile Products Produced or Manufactured in Pakistan

ACTION: Issuing a directive to the Commissioner of Customs amending
visa requirements.

SUPPLEMENTARY INFORMATION:
Authority: Executive Order 11651 of March 3, 1972, as amended;
section 204 of the Agricultural Act of 1956, as amended (7 U.S.C.
1854).
Effective on June 1, 1996, for goods produced or manufactured in
Pakistan and exported from Pakistan on and after June 1, 1996, part-
category visas will be required for Categories 666-P, 666-S and 666-O.
During the period June 1, 1996 through June 30, 1996, textile products
in Category 666 may be visaed as Category 666 or the correct part
category. Goods in Category 666 exported on and after July 1, 1996
shall be denied entry if not visaed as 666-P, 666-S or 666-O.

Dear Commissioner: This directive amends, but does not cancel,
the directive issued to you on May 27, 1983, as amended, by the
Chairman, Committee for the Implementation of Textile Agreements.
That directive directs you to prohibit entry of certain cotton, man-
made fiber, silk blend and other vegetable fiber textiles and
textile products, produced or manufactured in Pakistan which were
not properly visaed by the Government of Pakistan.
Effective on June 1, 1996, goods produced or manufactured in
Pakistan and exported from Pakistan on and after June 1, 1996, in
Category 666 shall required a 666-P,\1\ 666-S \2\ and 666-O \3\
visa. During the period June 1, 1996 through June 30, 1996, you are
directed to accept shipments visaed as 666, 666-P, 666-S and 666-O.
Goods in Category 666 exported on and after July 1, 1996 shall be
denied entry if not visaed as part-Categories 666-P, 666-S or 666-O.

6302.22.2010, 6302.32.1010, 6302.32.1020, 6302.32.2010 and
6302.32.2020 (Category 666-P); 6302.22.1030, 6302.22.1040,
6302.22.2020, 6302.32.1030, 6302.32.1040, 6302.32.2030 and
6302.32.2040 (Category 666-S).

Shipments entered or withdrawn from warehouse according to this
directive which are not accompanied by an appropriate export visa
shall be denied entry and a new visa must be obtained.
The Committee for the Implementation of Textile Agreements has
determined that this action falls within the foreign affairs
exception to the rulemaking provisions of 5 U.S.C. 553(a)(1).
