Budget Rescissions and Deferrals

To The Congress of The United States:
    In accordance with the Congressional Budget and Impoundment Control 
Act of 1974, I herewith report one revised deferral of budgetary 
resources, totaling $1.4 billion. The deferral affects the 
International Security Assistance program.

Supplemental Report--Report Pursuant to Section 1014(c) of Public 
Law 93-344

    This report updates Deferral No. D96-4, which was transmitted to 
Congress on February 23, 1996.
    This revision increases by $25,853 the previous deferral of 
$1,385,140,000 in the International Security Assistance, Foreign 
military financing program, resulting in a total deferral of 
$1,385,165,853. This increase results from the deferral of funds made 
available from reimbursements.
