Reliant Energy Gas Transmission Company; Notice of Request Under
Blanket Authorization
May 20, 1999.
Take notice that on May 14, 1999, Reliant Energy Gas Transmission
Company (Applicant), formerly NorAm Gas Transmission Company, 1111
Louisiana Street, Houston, Texas 77002-5231, filed in Docket No. CP99-
523-000 a request pursuant to Sections 157.205, 157,211 and 157.216(b)
of the Commission's Regulations under the Natural Gas Act (18 CFR
157.205, 157.211 and 157.216) for approval to abandon, construct and
operate certain facilities in Louisiana, under Applicant's blanket
certificate issued in Docket Nos. CP82-384-000 and CP82-384-001,
pursuant to Section 7(c) of the Natural Gas Act (NGA), all as more
fully set forth in the request which is on file with the Commission and
open to public inspection.
Applicant specifically proposes to abandon 3,219 feet of Line FM-52
in Bossier Parish, Louisiana from station number 71+19 to station
number 39+00. Applicant further proposes to sell and transfer this
segment of Line at net book value to Reliant Energy Arkla (Arkla), a
division of Reliant Energy Incorporated. Arkla will operate this
segment of Line as part of its low-pressure distribution system.
Applicant also proposes to relocate an existing four-inch meter
station from station number 71+19 to station number 39+00, install a
two-inch regulator, and 150 feet of six-inch pipe to continue service
to Arkla. Applicant's construction and relocation costs are estimated
to be $42,285, which will be paid for by Applicant.
Any person or the Commission's staff may, within 45 days of the
issuance of the instant notice by the Commission, file pursuant to Rule
214 of the Commission's Rules of Practice and Procedure (18 CFR
385.214), a motion to intervene and pursuant to Section 157.205 of the
regulations under the Natural Gas Act (18 CFR 157.205), a protest to
the request. If no protest is filed within the time allowed therefor,
the proposed activities shall be deemed to be authorized effective the
day after the time allowed for filing a protest. If a protest is filed
and not withdrawn 30 days after the time allowed for filing a protest,
the instant request shall be treated as an application for
authorization pursuant to Section 7 of the Natural Gas Act.
