Submission for OMB Review; Comment Request

    DOC has submitted to Office of Management and Budget (OMB) for 
clearance the following proposal for collection of information under 
the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. 
chapter 35).
    Agency: Patent and Trademark Office (PTO).
    Title: Initial Patent Application.
    Form Numbers: Agency--PTO/SB/01/02/03/04/05/17/18/19/20.
    Agency Approval Number: 0651-0032.
    Type of Request: Revision of a currently approved collection.
    Burden: 2,387,000 hours.
    Number of Respondents: 221,000.
    Avg. Hours Per Response: 10.8 hours.
    Needs and Uses: The purpose of this information collection is to 
permit the Patent and Trademark Office to determine whether an 
application meets the criteria set forth in the patent statutes and 
regulations. The application paper quality, size, and format 
requirements will facilitate the automatic processing and digital image 
and/or optical character recognition scanning of application materials. 
The standard Fee Transmittal form (PTO/SB/17), New Utility Patent 
Application Transmittal form (PTO/SB/05), New Design Patent Application 
Transmittal form (PTO/SB/18), New Plant Patent Application Transmittal 
form (PTO/SB/19), Plant Color Coding Sheet (PTO/SB/20), Declaration 
(PTO/SB/01), and Plant Patent Application Declaration (PTO/SB/03) will 
assist applicants in complying with the requirements of the patent 
statutes and regulations, and will further assist the PTO in processing 
and examination of the application.
    Affected Public: Any individual filing a patent application.
    Frequency: When filing a patent application.
