    Information Collection for Public Comment

    SUMMARY: The proposed information collection requirement described 
    below will be submitted to the Office of Management and Budget (OMB) 
    for review, as required by the Paperwork Reduction Act. The Department 
    is soliciting public comments on the subject proposal.
    
    DATES: Comments due: June 17, 1996.

    SUPPLEMENTARY INFORMATION: The Department will submit the proposed 
    information collection to OMB for review, as required by the Paperwork 
    Reduction Act of 1995 (44 U.S.C. Chapter 35, as amended).
        This Notice is soliciting comments from members of the public and 
    affecting agencies concerning the proposed collection of information 
    to: (1) Evaluate whether the proposed collection information is 
    necessary for the proper performance of the functions of the agency, 
    including whether the information will have practical utility; (2) 
    Evaluate the accuracy of the agency's estimate of the burden of the 
    proposed collection of information; (3) Enhance the quality, utility 
    and clarity of the information to be collected; and (4) Minimize the 
    burden of the collection of information on those who are to respond; 
    including through the use of appropriate automated collection 
    techniques or other forms of information technology, e.g., permitting 
    electronic submission of responses.
        This Notice also lists the following information:
        Title of Proposal: Contractor's Requisition Project Mortgages--HUD-
    92448.
        OMB Control Number: 2502-0028.
        Description of the need for information and proposed use: Section 
    207(b) of the National Housing Act (Public Law 479, 48 Stat. 1246, 12 
    U.S.C. 1701 et seq.), applicable portions of which are attached for 
    reference, authorizes the Secretary of the Department of Housing and 
    Urban Development (HUD) to insure mortgages (including advances on such 
    mortgages during construction) for construction of rental housing 
    projects. Section 212 of the National Housing Act, applicable portions 
    of which are attached for reference, prevents the Secretary of HUD from 
    insuring a project unless the principal contractor files a prevailing 
    wage certificate. Paragraph (4) of 24 CFR 207.19(d) sets forth 
    requirements for insurance of advances and certification of compliance 
    with labor standards and prevailing wage requirements. Form HUD-92448 
    is used by the contractor to obtain program benefits, consisting of 
    distribution of insured mortgage proceeds when construction costs are 
    involved. The information regarding completed work items is used by the 
    Field Office (FO) to ensure that payments from mortgage proceeds are 
    made for work actually completed in a satisfactory manner. The work 
    must be inspected and approved by a FO inspector. The certification 
    regarding prevailing wages is used by the FO to ensure compliance with 
    prevailing wage rates.

        Members of affected public: General Contractors.
        An estimation of the total numbers of hours needed to prepare the 
    information collection is 6000 hours, the number of respondents is 
    1000, frequency of response is 10, and the hours of response is 6 
    hours.
        Status of the proposed information collection: Reinstatement, 
    without change.

    44 U.S.C. Chapter 35, as amended.
