the communication needs of individuals who are deaf and individuals who
    are deaf-blind.
Eligible Applicants: Public and private nonprofit agencies and
organizations, including institutions of higher education, are eligible
for assistance under this program. Eligibility for this particular

Two applications were received from RSA Region IV, and neither
application was found acceptable. The Secretary believes that, by
reopening the competition in this region, improved applications will be
submitted. Also, the unsuccessful applicants from the December
competition have been provided with peer review comments so that they
may strengthen their proposals and resubmit them for consideration with
other applications that may be submitted in response to this notice.
