SUMMARY: The Bureau of Reclamation (Reclamation) is making available to 
the public, via Internet, its proposed and final rulemakings. These 
documents have been published in the Federal Register and include the 
rule as well as the preamble. This action is being taken to provide 
more accessibility for the public to Reclamation documents.
